Табакокурение является серьезной угрозой для человеческого капитала каждой страны. Исследователи считают, что пассивное курение не менее вредно, чем активное употребление табака. На передний план выходит вопрос об эффективной стратегии борьбы с распространением курения. Планомерное внедрение жестких методов ограничения курения принесет наилучший эффект при сотрудничестве гражданского общества, госорганов и населения.
